If a nation is essentially( 本质上) disunited, it is left to the government to hold it together. This increases the expense(花费) of government and reduces correspondingly(相应地) the amount of economic resources that could be used for developing the country. And it should not be forgotten how small those resources are in a poor and backward country. Where the cost of government is high, resources for development are correspondingly low. This may be illustrated((用图等)说明) by comparing the position of a nation with that of a private business enterprise(企业). An enterprise has to incur(招致) certain costs and expenses(花费) in order to stay in business.
For our purposes, we are concerned(涉及) only with one kind of cost, the cost of managing and administering(管理) the business. Such administrative(管理的) overheads( 经常费用) in a business are analogous(类似的) to the cost of government in a nation.
